Do you know about Cultural Cities?
Cultural Cities are initiatives by the Ministry of Culture, Sports and Tourism aimed at enhancing the cultural life of citizens based on the unique cultural values of the region, while promoting the dissemination of city brands and balanced cultural development.
The Ulsan Tourism Foundation has created the brand 'Dreaming Interpretation'.
To promote the Cultural City of Ulsan, we set up a booth at the 2026 Pollin Gwangalli Festival alongside Andong, Gimhae, and Miryang, which were selected as Cultural Cities.
When I saw a long queue, I found it was the .
'Dreaming Interpretation' tells the story of three friends under the sea—Haemong, Sand, and Goyo—who aspire to become adults while exploring the ocean with dolphins.
This character is the representative IP of Ulsan, born from the Cultural City creation project designated by the Ministry of Culture, Sports and Tourism in 2022.
We collaborated with Ulsan-born science fiction writer Kim Cho-yeop to publish 'Dream of Going to the Sea', which tells the story of Ulsan. The main characters Haemong, Whale, and Goyo are being developed into various contents and products.
Staff members were working hard to promote the Haemong brand while answering children's questions like, 'What is this character's name?'
There was also an event called 'Catch Luck at 07.07 Seconds!' where stopping the timer at exactly 07.07 seconds would earn you a big-sized Haemong friend.
I didn't know about the Haemong character before, but after seeing it repeatedly at the booth, it stuck in my memory.
Another event involved a lottery where participants could win merchandise featuring the Dreaming Interpretation characters.
The characters from 'Dreaming Interpretation' have been developed into various merchandise. I saw children at the booth unable to take their eyes off the characters while repeatedly exclaiming, 'They are so cute.'
The Story of Dreaming Interpretation
Haemong, the dolphin robot created for ecological research, dreams of one day reaching the end of the sea.
Cheerful and positive Haemong, curious yet timid Sand, and the mysterious Goyo navigate the blue sea together, relying on each other through various events and adventures.
Sometimes they fail and face fears, but they grow together with friends, embarking on a journey to find their true selves.
Haemong's dream continues somewhere in the blue sea, reaching for a wider world.
These products are made from everyday items, making them highly practical.
They even created trendy clicker merchandise. The trio of Haemong, Goyo, and Sand was promoted to visitors at Gwangalli Beach.
The Dreaming Interpretation merchandise can also be found at the petroglyph museum's souvenir shop, welcoming tourists searching for the World Heritage Site Bangudae Petroglyphs.
This cultural city project connects local creativity with the Cultural City brand. Dreaming Cultural Factory, Cultural City Ulsan.
Haemong's image originated from the whale depiction in the Bangudae petroglyphs.
Though Haemong thought he was a dolphin, he is actually a dolphin robot, with his head resembling a spring that is, in fact, a solar power module.
His loyal friend Sand always listens to him, while Goyo has a perpetually grumpy expression.
The Dreaming Interpretation brand carries the message that 'anything can go well in Ulsan,' serving as a source of encouragement and support.
With a character that feels like it will bring good luck, Dreaming Interpretation represents the Cultural City of Ulsan.
At the 2026 Pollin Gwangalli, we introduced this character to the people of Busan and tourists visiting Gwangalli.
