AX Leading City Dangjin Vision Declaration Ceremony
“How will our daily lives change when artificial intelligence enters our city?”
On the morning of August 31, as I entered the grand auditorium on the first floor of Dangjin City Hall,
I felt a distinctly different atmosphere.
The audience was filled with citizens, officials from related organizations,
and businesspeople, while a large screen on stage prominently displayed the phrase,
‘South Korea’s AX Great Transformation,
Dangjin City Will Lead.’
Outside the venue, I encountered quadruped robots in motion.
Seeing a robot move in real life, rather than just on screen, made the concept of
‘Future Dangjin’ feel much closer.
The event was the ‘AX Leading City Dangjin Vision Declaration Ceremony,’
which aimed to inform citizens about the future strategy of the 9th elected term of Dangjin City.
Attendees included public officials, citizens, and business representatives,
filling the auditorium.
In fact, the term ‘AX’ still feels unfamiliar to many citizens.
AX stands for ‘AI Transformation,’
signifying a shift towards artificial intelligence.
It is not merely about introducing a new program,
but about changing how safety, industry, and administration operate in the city using AI.
So, what is the relationship between this change and citizens' daily lives?
At this declaration ceremony, we learned about Dangjin City’s plans addressing that very question.
The event featured congratulatory messages, a vision video,
Mayor Kim Ki-jae's presentation of the AX vision, and expert discussions.
After the lights dimmed, a video showcasing the future of Dangjin was presented on the large screen.
As the video played alongside laser effects,
the audience's attention was drawn to the stage.
The future Dangjin depicted in the video featured AI applied to traffic, disaster response,
industrial sites, and administrative services.
Mayor Kim Ki-jae then took the stage to explain
the need for AX transformation and the projects planned for the future.
While Dangjin has grown based on steel and manufacturing,
the region now faces challenges from rapidly changing industrial environments and economic downturns.
With climate change making disasters more common,
concerns about major safety incidents are increasing.
Citizens are demanding faster and more convenient administrative services.
Mayor Kim stated, “The best way to predict the future is to create it,”
emphasizing that Dangjin will not just follow existing paths but will proactively prepare for the future.
Dangjin has identified safety, industry, and administration
as the three main pillars of AX transformation.
To implement this, plans include an AI integrated control center,
intelligent traffic systems, an AI data center mega zone,
AX in agriculture and manufacturing, fostering AI startups,
supporting small businesses, an AI citizen assistant, and AI administrative personnel.
While the names of these projects may sound complex,
when applied to citizens' daily lives,
they do not seem so far-fetched.
The first area announced was ‘Safety AX.’
Dangjin plans to establish an AI integrated control center
that connects weather, river, traffic, security CCTV, and various sensor information scattered across multiple locations.
AI will analyze information in real-time,
detecting signs of danger and suggesting appropriate responses,
which will then be quickly communicated to relevant agencies like the police and fire department.
For citizens, safety is not just a lofty slogan,
but relates to the everyday act of leaving home and returning safely.
If we can quickly inform citizens of flooding risks during heavy rain,
and if agencies can respond promptly to rising river levels or dangerous situations,
the sense of safety for citizens will change.
AI technology will also be applied to roads and crosswalks.
An AI traffic signal system will adjust signal times based on traffic volume,
and smart crosswalks will detect pedestrian walking speeds to adjust signal times.
This announcement received a warm round of applause.
It represents a change that could reduce congestion during commutes
and allow children and the elderly to cross streets without rushing.
AI might conjure images of robots and massive data centers,
but the first changes citizens will feel
could begin with familiar crosswalks and daily commutes.
The second area is ‘Industry AX.’
Dangjin plans to create an AI data center mega zone based on a 1GW scale,
linking it with the AX industry-academia innovation park and AI convergence industrial complex
to attract new businesses and professionals.
The transformation of existing industries will also be promoted.
In agriculture, technologies such as data-driven production environment prediction
and autonomous farming machinery will be applied to alleviate labor shortages
and enhance productivity.
In manufacturing, plans include establishing an AX demonstration industrial complex
to apply and validate AI and advanced technologies.
Notably, the plan to develop the youth town Narae into an AI education and
entrepreneurship hub attracted attention.
This initiative aims to allow young people who want to learn AI to stay in Dangjin,
receive education, connect their ideas to startups,
and create a virtuous cycle where growing companies generate local jobs.
An AI sales innovation project for local small businesses will also be promoted.
This project will support the use of AI in creating marketing content,
business analysis, and customer management,
aiming for tangible sales growth.
As a small business owner in Dangjin,
I find myself juggling many responsibilities beyond my core business.
If AI can effectively communicate the stories of local shops
and analyze necessary operational data,
it could be a significant support for small business owners.
Dangjin aims to establish more than three AI data centers by 2030,
transform over 50 manufacturing and agricultural sites,
create over 60 AI startups, and generate more than 5,000 jobs for youth.
The third area, expected to provide the quickest tangible benefits to citizens,
is ‘Administrative AX.’
Dangjin plans to introduce an ‘AI Citizen Assistant’
to guide citizens through administrative services tailored to their life cycle and circumstances,
including birth, childcare, education, employment, and retirement.
As a citizen raising a child,
I have experienced the challenge of finding information about available support programs
and which department to contact.
In the future, when a child is born,
the AI Citizen Assistant will proactively provide information on available support
and necessary application procedures.
Even outside of business hours,
citizens will be able to check inquiries through an AI chatbot
and conveniently navigate from application to processing.
Rather than citizens seeking administrative services
by knocking on various departmental doors,
administration will provide necessary information to citizens first.
Internally, ‘AI Administrative Personnel’ will be introduced.
AI will assist with repetitive tasks such as searching legal and policy documents,
drafting reports and meeting materials, and organizing records,
while final decisions and validations will remain with the responsible officials.
With less time spent on simple tasks,
public officials can focus more on fieldwork and direct interactions with citizens,
improving the quality of administrative services experienced by citizens.
During the expert discussion that followed,
the emphasis was on solving problems specific to Dangjin
rather than merely adopting technologies from other cities.
Dangjin is a complex city with large industrial complexes, rural areas,
and both sea and rivers.
The proposal included connecting remote automatic shut-off systems
in flood-prone areas with navigation detours
and installing AI cameras in public vehicles
to detect road damage and hazards,
bringing the conversation closer to citizens' daily lives.
The discussion about the talents needed in the AI era stood out.
It is not just about being good at using AI,
but about finding problems to solve,
reviewing and improving AI-generated results,
and being responsible for them.
Dangjin aims to establish the foundation for transformation by 2027
with the construction of the AI integrated control center,
attracting AI data centers, and building Administrative AX.
From 2028 to 2029, it plans to demonstrate and expand seven leading projects,
aiming to complete ‘AX Leading City Dangjin’ by 2030.
Before attending the event, AX felt somewhat daunting
and like a massive technology.
However, after hearing the presentations, I realized it is closely related to
safer crosswalks, prompt disaster responses,
administration that informs me of the support I can receive,
and assistance for local small businesses in marketing and management analysis.
Of course, the introduction of technology alone does not guarantee change.
We must continuously check if citizens can actually use these services conveniently,
if seniors unfamiliar with digital devices are not left behind,
and if the voices from the field are adequately reflected in policies.
It is crucial that the declaration of ‘South Korea’s AX Great Transformation,
Dangjin City Will Lead’ does not remain a slogan on stage,
but translates into tangible changes in citizens' lives.
Safety will be more secure, industry will be stronger,
and administration will be more convenient.
I hope Dangjin evolves from a city merely observing change
to one that actively moves into a new era alongside its citizens.
