Concerns Over Budget Cuts for Regional Film Culture Support Program

According to a recent announcement by the Ministry of Culture, Sports and Tourism, the budget for the Regional Film Culture Revitalization Support Project has been completely cut. This news has sent shockwaves through the regional film community.
It is deeply regrettable that five years of effort and achievement are now at risk of disappearing in an instant.
Regional films are more than just screenings; they are a vital part of the cultural ecosystem, capturing the identity of the region and involving residents directly in the creative process.
The fact that this budget cut could halt all of these processes is even more concerning.
As Film Promotion Committee Chairman Han Sang-jun mentioned during the parliamentary inspection, supporting 60 theaters for independent film screenings is welcome news, but fundamentally, revitalizing regional film culture requires more than that.
Simply screening films does not provide regional residents with the opportunity to participate in creation and share their stories.
The Regional Film Culture Revitalization Support Project began after the enactment of the Framework Act on Culture in 2013.
It has played a major role in increasing accessibility between regions and discovering local filmmakers to resolve cultural disparities. With the establishment of related provisions in the Film Promotion Act in 2016,
support became more systematic, and film organizations have since carried out various educational programs and distribution projects tailored to the region.
However, if this flow is disrupted by the budget cuts in 2024, the culture of the region will become even more isolated.
The regional film community now needs a restoration strategy to be reborn as the subject of creation.
Supporting regional residents to participate directly in creation is the true path to cultural revitalization.
It is clear that if the region does not become the subject of creation, screening support will only serve to supplement the central distribution structure.
Support for independent film screenings is absolutely necessary, but it alone cannot revitalize regional films.
I believe that creating an environment where regional filmmakers can create again and helping them tell their stories is true support.
Ultimately, regional film is the root of diversity in Korean cinema, and if its creation is cut off, the circulation of culture will stop and the chain of diversity will inevitably break.
Therefore, restoring the budget for the Regional Film Culture Revitalization Support Project is essential and will be an important starting point for ensuring everyone's right to enjoy culture.
