232 Dasom-ro, Sejong-si
정부세종청사

In the heart of Sejong City, there is a space where you can take a breather: the Rooftop Garden of the Sejong Government Complex. Listed in the Guinness Book of Records as the world's largest rooftop garden, this 3.6km sky-path connects 15 government buildings, creating a unique "nature in the city" experience that symbolizes cooperation and energy efficiency.
Reopening for the autumn season on September 1st, the garden offers a refreshing escape with its diverse flora, artistic sculptures, and breathtaking views of the city's landmarks. Whether you are strolling through fruit tree tunnels or admiring the reeds swaying in the wind, this guided tour provides a peaceful and educational journey through one of Sejong's most iconic administrative symbols.
Reservation and Entry Guide for the Rooftop Tour
Check Operating Hours and Admission Requirements
The Rooftop Garden of the Sejong Government Complex (정부세종청사) is accessible only through pre-reservation and is open three times a day (10:00, 13:30, 15:30). Admission is limited to 50 people per session. Currently, the tour covers Buildings 6 to 2 from September to October, moving to the Buildings 6 to 1 section starting in November.
Visitors must present a photo ID at the reception desk in Building 6 at least 10 minutes before the tour starts. After a security check and receiving a wristband, you will wait in the lobby, which features a model of the complex. Please note that there are no restrooms in the rooftop garden, so it is highly recommended to use the facilities before the tour begins.
Walking the World's Largest Guinness-Listed Garden
A Dragon-Shaped Path Connecting "Link City"
The rooftop garden tour is a guided experience where you follow a staff member while learning about the architectural philosophy of the complex. The 15 buildings are interconnected like a dragon, emphasizing the concept of "Link City" to foster departmental cooperation. The horizontal, low-profile structure symbolizes a government working close to its people, while the ivy-covered walls help regulate building temperatures for energy efficiency.
As autumn settles in, the garden transforms with reeds swaying in the wind and various fruit trees—including persimmon, omija, and aronia—showing off their seasonal change. The fruit tree tunnels provide charming shade, and the guide frequently stops to explain the various plants and the unique "Zero City" concept aimed at maximizing energy efficiency through nature.
Breathtaking Views of Sejong's Urban Landscape
Blending Modern Architecture with Natural Harmony
One of the highlights of the tour is the panoramic view of Sejong City. From the rooftop, the National Sejong Library and Sejong Lake Park spread out in the distance, showcasing a city that beautifully blends nature and urban life. Flowers like purple Korean chrysanthemums and water hyacinths continue to bloom under the autumn sun, alongside sculptures using the stylish Taegeuk pattern.
The tour concludes at the Guinness Book of Records stone monument in Building 2. The entire walk takes about 50 minutes and follows a flat, easy path, though it may be challenging for the elderly due to the duration. Chairs are placed throughout the garden for those who need a break while enjoying the unique combination of high-rise buildings and lush greenery.
