Youth Lounge 1939: A New Housing Support Center in Ulsan
울산광역시 남구 봉월로38번길 32 종하이노베이션센터 3층

As an industrial city with a large inflow of young people seeking employment, Ulsan has placed strong emphasis on youth housing stability.
Youth Lounge 1939 is Korea’s first housing-specialized youth support center, providing one-stop housing counseling, policy guidance, and community-based support in a space designed specifically for young residents.
Why Youth Housing Support Matters in Ulsan
Ulsan attracts a high proportion of young people due to its strong industrial base and employment opportunities.
As youth migration increases, housing concerns naturally follow, making stable housing a key issue for the city.
Reflecting this reality, Ulsan is actively implementing youth housing policies such as housing cost assistance, youth hope housing programs, and support for jeonse deposit guarantee fees.
What Is Youth Lounge 1939?
Youth Lounge 1939 is the first housing-specialized youth support center in Korea.
It was established through a collaboration between Ulsan Metropolitan City, the Korea Land and Housing Corporation (LH), and the Youth Foundation.
The center was created to improve accessibility to housing policy information and to strengthen practical housing counseling services for vulnerable youth.
From Pilot Operation to Official Opening
In conjunction with the opening of the LH Ulsan Housing Welfare Office, available space was repurposed to create a youth-friendly housing support center.
After a pilot operation that began on November 24, Youth Lounge 1939 officially opened on December 9.
This approach allowed the center to be refined based on real usage before full-scale operation.
One-Stop Housing Support Services
Youth Lounge 1939 provides integrated housing support services in one location.
These include housing counseling, rental housing connections, and combined financial and administrative assistance.
Initial consultations help identify individual needs and connect youth to specialized counseling services through LH Housing Welfare Centers, My Home Centers, and Housing Happiness Support Centers.
This structure allows the center to function as a bridge between young people and housing policy systems.
Education and Home-Visit Counseling
The center also operates educational programs related to housing policies and contracts.
Home-visit counseling services are available to support youth who need help with safe housing contracts or on-site guidance.
These programs help young residents better understand housing systems and make informed decisions.
A Space Designed for Community and Connection
Youth Lounge 1939 is not only a counseling center but also a community-oriented space.
The interior includes a counseling area, networking zone, drink zone, and a mini-workation center.
Shared kitchens and workspaces encourage natural communication and interaction among young visitors.
Even without participating in programs or consultations, youth can freely visit and spend time in the space.
Toward a Nationwide Youth Housing Model
Youth Lounge 1939 represents a meaningful collaboration between local government, public housing institutions, and youth organizations.
By providing housing welfare counseling, rental connections, and administrative support in one place, it offers a practical model for youth housing policy.
As more young people seek stable living environments, there is growing hope that this model will expand nationwide, starting from Ulsan.
Youth Lounge 1939 stands as a promising foundation for youth housing stability and long-term community settlement.
