Shinan County's Agreement for Rural Basic Income

On January 20, Shinan County signed an agreement with seven local agricultural cooperatives.
This agreement is aimed at effectively implementing the pilot project for rural basic income, scheduled for 2026-2027.
It is especially designed to alleviate the living inconveniences faced by residents of islands and remote areas.
Rural basic income is not just about receiving funds; it emphasizes the importance of spending them wisely.
Previously, there were some restrictions on how the basic income could be used, but with this agreement, residents can now use it at Hanaro Mart.
In return, local agricultural cooperatives will actively promote community activities and reinvestment projects to ensure that the basic income benefits the region.
We hope that the basic income will be used naturally in the daily lives of residents.
Under this agreement, local cooperatives will provide various support services not only to their members but also to all residents of towns, villages, and affiliated islands.
The main services include:
Mobile markets and mobile marketplaces for remote areas
Delivery of essential goods, grocery items, fuel, and agricultural supplies
Rental and repair of agricultural machinery, as well as farming assistance
Lunch box services
Support for ferry fares and transportation costs
Sharing of side dishes and kimchi for vulnerable groups
We have prepared these services to closely engage with residents of island communities.
Shinan County will regularly monitor the performance of community activities by the cooperatives and will continue to improve the convenience of basic income payments.
Additionally, we are working on establishing a community fund to support goods and services that are difficult to supply locally, along with reinvesting part of the revenue generated from basic income usage back into the community.
We aim to create policies that residents can feel in their daily lives.
Shinan County is committed to transforming basic income from a mere 'receiving system' into a 'policy felt in daily life' through collaboration with local cooperatives.
