Shinan County is revitalizing its local economy through its 'Sunshine and Wind Pension' program.
A Miracle of Clean Energy Shared with Residents
Shinan County's renewable energy profit-sharing policy, implemented since October 2018, is yielding significant results.
The county announced that it surpassed 30 billion won in cumulative revenue as of October 2025.
The 'Sunshine Pension,' first introduced nationwide in April 2021, is an innovative system that provides direct payments to county residents.
It is experiencing rapid growth every year and attracting attention from local governments across the country.
Sunshine and Wind Pensions: A New Engine for the Local Economy
Shinan County's pension system departs from the existing renewable energy structure centered on power generation companies.
It is a model where local residents share the profits.
In particular, the pension is paid in the form of local love gift certificates.
This naturally leads to increased sales for local businesses and job creation.
As a result, Shinan County is overcoming the limitations of being a region with a declining population.
It has seen population growth for two consecutive years since 2023!
As of September 2025, the population has increased by a net of 710 people.
This is also due to the added effect of the newly introduced Wind Pension along with the Sunshine Pension.
100% of County Residents to Benefit from Pensions by 2028
Currently, 18,997 Shinan County residents, 49% of the county population, are receiving Sunshine and Wind Pensions.
The county expects that when the Shinan Uihai Offshore Wind Power Plant (390MW), scheduled for completion in 2028, becomes operational,
100% of all county residents will benefit from the pension.
The Benefits of Sunshine Extend to Child Welfare
Shinan County introduced the 'Sunshine Child Allowance' in May 2023.
Approximately 3,000 children under the age of 18 in the county received 400,000 won per person.
In 2024, 800,000 won will be provided, and in 2025, a total of 1.2 million won will be provided at 100,000 won per month.
Shinan County is taking the lead in improving the welfare of future generations.
Through these achievements, Shinan County is becoming a leading local government in renewable energy profit-sharing models.
It is setting an example for sustainable local economies and community development.
